A similar feature is being tracked at
http://article.gmane.org/gmane.comp.web.wget.patches/2468

I would probably implement only one of the above two options (most
likely the second, since that maps directly to the Range header).

This one hasn't really been discussed, and seems like it could be useful.

One way to implement it might be to just use the proposed --range option
combined with -c to have this meaning.
