This strikes me as unlikely (I'd have seen this behavior before now).
Are you sure you didn't leave -k out of an earlier session (or
alternatively, kill wget before it had a chance to do conversions), and
then the -N flag you specified prevented wget from downloading (and,
hence, converting) the next time? Either of those would cause the
situation you describe.
