[Bug-wget] Soon: Merging IRI support to Mainline

So, I'm nearly done with getting the tests and such that I wanted for
the Internationalized Resource Identifier support work that Saint Xavier
did for last year's GSoC program, and with merging with more recent
changes to the mainline repository. Given this, I'll probably merge the
sxav repository into mainline, and then remove the sxav repo. It may
happen tonight, or else probably sometime in the next few days.

Anyone subscribed to the RSS feed for the mainline repository will get
approximately *EIGHTY* new changeset reports, so... don't be alarmed;
and if you don't want 'em, prepare accordingly. :)
