compile with MSYS+MinGW. I go a release version from
http://ftp.gnu.org/gnu/wget/, where is the repository for developement
source. Do I need Mercurial, or can I retrieve them with SVN or CVS ?

latest JDE with latest CEDET, and JDE requires Wget.
