I was using the windows subdirectory until recently to build wget. Guiseppe has
since done some good work with the configure. At last check there was still an
ipv6 detection issue and I didn't test international support.
The windows directory is outdated, for every supported compiler, since source
filename and location changes in wget 1.12. Regardless MSVC support has been
broken due to C99/inline variable changes in wget. I had a patch for that
somewhere? Anyway I think its still useful information for now but I would warn
the user to use the dir only for reference if they can't get it working, like
rename the directory to windows-LEGACY or something and put a readme in it so
people who are used to just building from that directory know to try configure
instead.
OpenSSL has the same situation. They have a legacy ms directory that's there
but don't build from it! I think it changed starting with the release of 1.0.0.
And me being foolish I didn't read the directions in 1.0.0, instead building
from the ms directory like I always had rather than using configure and make.
And even with 1.0.0a there are still some issues

There certainly is something to be said about having a native windows
client.
The trend to Cygwin and MinGW for WGet is pretty depressing given the
past history of wget.

Subject: [Bug-wget] remove windows subdirectory
Hi,
I would like to drop completely the windows/ subdirectory. The build
under Windows can be done easily with Cygwin or MinGW in the "GNU way":
./configure && make.
My feeling is that the Makefile's present under windows/ need more
effort to be kept updated, than the real benefits we can get from them.
Is anybody _really_ using these files? Any real benefit to use them
instead of "./configure && make"?
Cheers,
Giuseppe
