  Is that development version hosted on the bazaar of savannah.gnu.org?
But here in Singapore that bzr command just never succeed,
"bzr branch http://bzr.savannah.gnu.org/r/wget";
"bzr branch http://bzr.savannah.gnu.org/r/wget/trunk";

http://savannah.gnu.org/bzr/?group=wget

Its mercurial and subversion repository seems both deprecated:
http://wget.addictivecode.org/RepositoryAccess

So I rebased that original patch onto the latest release wget-1.12;

 wget-1.12.tar.lzma      22-Sep-2009 12:50  1.1M

Till now seems already one year past, please try this rebased patch
