[Bug-wget] test failure on version 1.12-2428 (Windows XP SP3 - mingw32)

I am using Windows XP SP3 and have built version 1.12-2428 with mingw32 
against Gnutls 2.10.5 and libidn 1.19 using libiconv and libintl from 
the Gnuwin32 project. When I run the tests unfortunately they don't run
nicely.
