http://www.archive.org/about/terms.php But the easiest-to-understand bit is at http://www.archive.org/about/faqs.php#28I seem to have been wrong about wget being explicitly named as a forbidden tool, though (not that it matters). They actually mention it further down on the site as a tool they recommend (but not for this) :)
