Very true.
Of course it could work with include-directories, IF wget was changed
to add some smart "thinking", i.e. no-parents is really a cutting
point. So include-directories below has normal meaning (currently),
but above not (it is simply ignored), because nothing above is
reachable, so any include-directory is wasted in conjuction with
no-parents. Smart thinking here is -- those options were set for
purpose by user, so user really meant "don't ascend parents except
for those defined in include-directories."
