[Bug-wget] [PATCH] Add env. variable info to manpage

Hi. Currently, wget's manpage doesn't detail the
proxy environment variables which can be set
(*_proxy).

That information would be quite useful to have in
the manpage for those who require quick syntax
lookup.

The attached patch, which applies cleanly to
1.13.4, adds it (text extracted from wget manual).

Please consider its inclusion.
