Is it, though? It could be the socket being set up for the test's fake
server, rather than wget's socket. The fact that it's not happening all
the time, but specifically for three FTP-related tests, makes me suspect
that.

If wget seems to be working normally for you (and, particularly, works
for actual FTP downloads), I wouldn't worry too much about those tests
(but it's a flag that wget developers should look into fixing them).
