Problem at Russian Windows : it use at standart for filesystem only CP866 encoding. And
does not support UTF-8 in filesystem. If site use CP1251 or UTF-8 in filenames, mirroring
gives unreadable result (for example,
"Р%97аглавнаС%8F_С%81С%82С%80аниС%86Р°.html")
It is possible to add options something like "--local-filesystem-encoding" to
convert filenames to given encoding? Or what is better way to do (now parse log to get
URI-encoded name, then decode it to CP866 and rename files. Bat-file
