When wget is passed a filename as a commandline parameter, tilde expansion
is not carried out on it, though the function cmd_file clearly states that
this should happen.
Frankly I'm surprised there isn't a bug report filed because of this.
(Atleast none that I noticed).
I'm attaching a patch to cause tilde expansion on the filename.
Works on Linux, am not sure if any changes are needed for compatibility
with others.
