You don't need to be one :-)
If you have git installed, you can use
  git clone git://git.savannah.gnu.org/wget.git
to access the wget sources.

Later on you can always 'git pull' to get the latest changes/commits.

I'll try to reproduce it here using the official tarball. In case I can't 
reproduce the issue, I'll set up a tar ball including the patch and send it 
directly to you for testing.
