[Bug-wget] [PATCH] Mention libio-socket-ssl-perl in README.checkout

I just fell over a missing libio-socket-ssl-perl package.
It is needed for the Perl HTTPS tests.

I started to patch README.checkout, but need someone to check/extend the CPAN
info. I am not into Perl and how it works.

Also, I saw that python3 and the python test suite is not mentioned.
Darshit, do you have a couple of minutes to add it (as the python test suite
inventor) ?
