Thanks for pointing it out. This issue arises again and again.
Obviously this is not a desired behaviour, and it's been reported as a bug:

Maybe he has something else to add?
Is this a known bug, or perhaps I’ve overlooked a wget option that will help
here.
You can work around the issue with -nd, which will download all the files in
the same directory (will not recreate the directory structure). I've tested it
and it correctly downloads the missing image.
