Details:
Rather than have a fixed list of HTTP status codes for which to save to file
the message delivered from the server, and rather than toggling an override by
content_on_error which causes server responses to be saved to file for all
codes: Wget should attempt to reference a customizable list, defined by the
user, which includes all HTTP status codes for which it shall save the server
response to destined output file.
Having a single list and allowing notation to designate ranges of acceptable
status codes seems easier than having two lists, one which permits and one
which prohibits.
