Follow-up Comment #1, bug #52633 (project wget):

In principle, the meaning of the body of an HTTP response should be determined
by the first digit of the three-digit response code.  See section 6 of RFC
7231 for details.  Skimming it, it seems to me that all response codes can be
accompanied by a body, and if the response code doesn't induce wget to take
some action to make another request to get the "proper" body for the request,
the body in the response should be saved so the user can examine it.

On the other hand, reality might not conform to the rules of RFC 7231.

Can you flesh ou this request with some use cases that show that wget's
behavior needs to be customizable in this regard?
