Hello,
with wget 1.19.3 and 1.19.4 I can reproduce the following problem:
$ LC_ALL=C wget -b debian.org
Continuing in background, pid 19726.
Output will be written to 'wget-log'.
$ cat wget-log
$
With -b no logging is written anymore.
