Follow-up Comment #1:

That first line is not mandatory as of my reading of
http://www.cookiecentral.com/faq/. The regex just seems to comply with cookie
files generated by curl.

So if cookielib checks for such a line, it should at least relax to be
completely case insensitive.

That line has been checked in at 2001-04-08 15:25:24 (commit 2cfb2d2ef).

Please report at cookielib.
