Follow-up Comment #2, bug #60287 (project wget): What was the locale on the GNU/Linux machine, where this "just works"? I'm guessing it was a UTF-8 locale, in which case I'd try the same with a different locale. I think you must use --remote-encoding=UTF-8 (and perhaps also a suitable --local-encoding) to make this work correctly on MS-Windows.
