When running Wget with -N, with or without -r or -p, the decision
as to whether or not to download a newer copy of a file depends on the local
and remote timestamp
and size of the file. -nc may not be specified at the same time as
-N.
Thus, your point 3 is invalid.
However, I will agree that if you have a symlinked file, then Wget should not
clobber it even with -r unless the file on the server has changed. In which
case you need to use --timestamping to prevent that.
I will look into the symlink issue and see what I can find there.
