[bug-womb] Nitpicking on blurbs and summaries

Hello,

Guix now has a ‘lint’ tool that encodes stylistic guidelines we try to
follow for package synopses and descriptions.  Since Guix also
synchronizes with gnupackages.txt and pkgblurbs.txt, I thought it would
be good to share them with you.

For descriptions (aka. blurbs), the rules are at:

For synopses (aka. summaries), the rules are at:

(I think it should be self-describing; let me know if it’s not.)

That has led me to make minor changes recently to these two files.
In other cases maybe it’s the tool that will need to be adjusted.  ;-)
