The last line above is wrong.  It should read

  Dragon45WB /sd="E:\Dragon_45"

What you have is telling the *first* engine to use E:\Dragon_45 as its
directory when you select Dragon as the second engine.  That causes the
first engine (GNU Chess 4) to be unable to find one of the files it needs.
