Hi Mat, :-)
What version of Windows do you run? I have this specific problem very rarely with an old Win 3.11 dict (never with Winboard). Restart solves the problem.
I wonder why Winboard (a 32 bit app) brings up a message targeted to 16 bit apps. I suspected something wrong with Windows, not with Winboard, probably with Windows Installer.
Maybe its a good idea to update your intaller version. Microsoft links there (genuine download):

Free download for all,  there (for NT-XP series or for 98-Me series) there: http://www.softwarepatch.com/windows/wininstallnt.html , (Please look at "Applies to". Is there your system? If not click at link below of "Related link".
Please uninstall Winboard, run the Windows Installer setup (this updates your Installer's version) and then install the latest Winboard's edition.
