Details:

Winboard (4.2.7) is allowing en-passant capture of a pawn (1) any time after
it first moves (not just on the following move) and (2) when it moved one
square forward, not two.
In the attached PGN the white pawn on h5 captures g5 on move 45 even though
it moved in move 38.  There should be no move 45 as the previous move should
result in stalemate.
