Yes but one should set up some envar in order to avoid TCP/UDP port collision.

Note that you may "share" the same rtig too.
A single rtig may easily handle several federations.

You should set both
  CERTI_UDP_PORT
and
  CERTI_TCP_PORT

as stated here:
http://www.nongnu.org/certi/certi_doc/User/html/execute.html

The default port value is 60400 so you must chose a value different
from this one.
The var must be set for:
    1) the concerned RTIG
    2) each federate which should be using this RTIG
