You need to download just the release version, in "CERTI-3.4.0-WinXP-MinGW-Release.exe".
If your project is in Java, you need to download the JAR file, in "http://download.savannah.gnu.org/releases/certi/jcertiInstaller-1_0_0.jar".

Other option is the Portico's Project.
