[Chicken-hackers] [patch] Do not specialise make-vector for negative lengths

Hello Hackers,

I have opened bug #802 while the issue seems trivially to fix. The
attached patch does so and adds a test to library-tests for it.

Thanks to Peter, who pushed me into looking at it further.
