Hi folks,

Here's a small patch that fixes a Makefile bug on Windows. This was
necessary when installing on MinGW-w64. I'm not sure why we hadn't run
into it before -- perhaps it's a difference between MinGW (the "normal"
one) and MinGW-w64?

Anyway, I think it should be applied to both master and chicken-5.
