Hi Peter,

As discussed on IRC, I've pruned this patch down to the parts that
refactor C_fchdir() on Windows and reduce the duplication of the
change-directory[*] procedures.

I've also removed the "define-unimplemented" form in posixwin.scm for
`change-directory*` (since it's implemented now, even if only as a stub).
