[Chicken-hackers] [PATCH] Fix #1386 by treating EACCESS differently from other errno values

Hi all,

Here's a signed-off copy of Wasamasa's fix for #1386 (which he only
attached to the ticket, but did not send to this list yet).  It looks
like the correct solution, and I've tested it on Linux and MingW, works
as a charm.

I've added a note to NEWS because this could be very surprising to users
coming from CHICKEN 4.
