I don't know much about cross-compilation so take my opinion with a grain
of salt, but to me this looks correct. None of the "target" variables
seem to make use of the PROGRAM_PREFIX and PROGRAM_SUFFIX. It appears
this is merely meant for separating multiple CHICKENs on the host.
