I'm not behind a NAT firewall. The proxy now works to the extent of getting a 
python program running on the ssh box. It does not form an outgoing 
connection that can be viewed with 'netstat -aup' even when I tell it to 
connect manually. I am able to form such a connection using 'nc -u 
server_name 29610'.
