Summary:  DefaultBoundedRangeModel.setValue and friends should not throw

Original Submission:  The various accessor methods in
javax.swing.DefaultBoundedRangeModel (setValue, setExtent, setMinimum,
setMaximum, etc.) should not throw exceptions when they receive out-of-
range arguments. Instead, the other properties should be adjusted
correspondingly. See Mauve for test cases.
