This is a Savannah bug which is being actively worked on:

I got some advise from Karl Berry about setting up something temporarily
on some remote host for getting something similar to the automatic
commit messages till this is solved. Will look into that.
But I still want to see (proposed) patches posted to the list (we can
setup a separate patch-discussion list for this) so people are informed
about what was intended to be checked in and what was actually checked
in.
For example in this case your final patch was slightly different from
what was posted and discussed before (since we discussed some of this
off-list). It would have been good if you had posted the complete
patch/diff and said what was different and why. Having the full patch in
an email makes it so much easier to review then just the ChangeLog
entry. (Not that it matters that much for this particular patch, but in
general it is a good idea.)
