Summary:  Classloaders should return valid URLs from getResource for directories

Original Submission:  To be consistent with Sun JDK 1.4.2, the standard 
classloaders (e.g. java.net.URLClassLoader and the system classloader) should 
return a valid URL for directories, as well as files, from calls to 
getResource(). IBM's icu4j project assumes this behaviour.

Attached is a patch to a relevant Mauve test case, which I have already to 
submitted to the Mauve project.
