* Makefile.am (newlib-configure-stamp): Don't pass CPPFLAGS and
CFLAGS.
(ccheaders, SYSINCLUDES): New variables.
(newlib-build/libc.a): Pass TARGET_CFLAGS (summing up all the
above
flags) to the make invocation.
