                * Makefile.am (noinst_LIBRARIES): Remove variable.
                (all-local): New target.
                (.PHONY): Depend on newlib-build/build.stamp.
                (newlib-build/build.stamp): Run make install here if
                newlib-build/libc.a is newer than newlib-build/build.stamp.  
Only
                touch newlib-build/build.stamp in this case.
