* diff.c (enum diff_file): Add DIFF_CLIENT.
(diff): Send no content when possible.
(diff_fileproc): Consolidate complex handling into a single call to
diff_exec.
(diff_file_nodiff): Punt when only the client knows if there are true
differences.
* rcs.h (RCS_output_diff_options): Add prototype.
* rcscmds.c (RCS_exec_rcsdiff): Remove this unused function.
(RCS_output_diff_options): Handle add & remove cases.
* sanity.sh: Accomodate the above changes.
