Maybe if you filed an enhancement request for your distribution of choice and
the change were easy to backport, the distribution could include it in the
next distribution release.

Fedora choose 1.11.23 because it's a stable release. I occassionally see some
complains about 1.12 bugs that does not present in 1.11.
