They are not missing, they have been removed.  Policy used to require
docs to be in /usr/doc, but the FHS required that they be in
/usr/share/doc.  The migration plan involved symbolic links in a first
phase, and now the second phase has begun, in which the symbolic links
are no longer required.  Therefore, they are no longer created.

  Other items have been addressed by Christian, so I won't comment on
them other than by saying "thanks for your feedback" :-)
