[DejaGnu] tool init file

I need help running the DejaGNU test suites.
the steps I have followed are as follows
1. I created a 'build' directory.
2. ../src/configure --target=sh-hms
3. make
4. make check
I get following errors
WARNING: Couldn't find the global config file
WARNING: Couldn't find the tool init file
ERROR: unresolved setup, status = fail
What do I do ?
