Perhaps Rob can elaborate on the historical reasons for this, but
isn't the opposite behaviour going to have its share of problems, too?
It would not be possible for a board definition to override options
placed in the test case (which, usually, are at most target specific,
not board specific). If you want to override the test case option for
a particular board, you can use the board definition.
