Found it:
package altbinutils-pe-bin 1.0 from this page:

However this package does NOT come with a license. But there's a CVS
available, and the files are listed here as under the GPL license. It's a
wonder whether the guy ever read it as even the corresponding source code
header is quite... butchered:

And the text of the GPL is nowhere to be found under CVS either.
