It is more of an integrated webpage and voting thingy than a clean software.
It does not seem to licensed in any ways (and there is no copyright
notices in the files). But judging from the authors behaviour of
sending the files to people who ask for them, he probably would not
have anything against using a opensource licence. anyway, here is the

The frontpage contains a really good text arguing for directdemocracy
(in my opinion)..
