Follow-up Comment #1:

Yes that is rather an old interface and should perhaps be marked hidden so
that it doesn't appear in the menus. It is primitive because it is just a
script that has very limited access to the graphical user interface.
Later I developed a more sophisticated interface, written in C. 
You will find this in the command Multi-line Text and Music, which as the name
implies allows you to do much more. It is fine to use that interface for just
a simple text annotation - no obligation to make more than one line or to
include musical glyphs etc.
This is for the more serious user, however. It exposes the LilyPond syntax for
making the annotation, which is scary for some users. For example if you
write

pizz.

and then select it and make it italic it becomes

\italic {pizz.}

which is the syntax needed. The advantage is that once you have done this once
or twice you will remember the syntax and can just type it in, which is much
quicker. The pane above shows you when you have the syntax right and what it
will look like on the page.

Many years ago there was a proposal to make a more complete interface to the
GUI available from Scheme, but no-one has taken up the challenge so I think it
is only realistic to mark this as "postponed" and close the bug :(
