    Right.  I will switch GNU Serveez to GPLv3+ shortly.
    I think it involves changing COPYING, the README* files,
    plus the license notices in each source file.  

Yep.

If you want to peruse something less administrative, looking at Mike's
recent work with Guile and serveez (posted to help-serveez) might be of
interest.
