I made sure to start from the repo version and I'm finding that the issue is related to the frequency offset in the Channel Model.  If you use the gui to change this value at all, and then set it back to 0, then you'll never see a packet get processed again.

I've been running the 'packet_loopback_hier.grc' flowgraph from the repo and I'm finding that after a few minutes it stops processing data.  No errors.  I've traced it to the packet_rx flow graph.  It seems to happen at, or after, the header/payload demux.
