Start doing them and analyzing them You may find a home  on sourceforge, github or whatever. Or inside a project larger like GAP or Etoilé.

Fork an existing project to start with? If you do things nicely, part of the improvements may flow back or even the fork will become the new thread (remember gcc vs. egcs?)

where are the problems? what does this have to do with a "failure"? what does this have to do with kickstarter?

Absolutely nothing directly with Kickstarter, more with "let's contribute something" and "nobody seems to care for 'big picture'" direction that the thread has floated into. I mentioned that I intend to work on this as university project. I'm just mentioning that my thoughts on the possible future are.

I'm not asking people to share my idea of what would be good for GNUstep or my idea of a fun way to contribute to the ecosystem. ;-)
